Pete,
Ok, I went through rechecking all wiring, voltages and replaced crystal with
brand new one with new decoupling capacitors and replaced with a new 16f877. 
Everything looks checks out fine.  But still have same problem motors do not
turn with the #define LEFT_CLK_ON_TIMER_1 in the program.  How do you recommend
going about troubleshooting the program?  Thanks.
